Beller-Simms, N. 2004. Planning for El Nino: The Stages of Natural Hazard Mitigation and Preparation. The Professional Geographer 56(2): 213–222 A case study for hazard mitigation planners who are preparing for the onset of slower progressing hazards such as El Nino. This study explores the preparation of county and state governments anticipating the 1997-98 El Nino. It outlines how state and local governments initiate short term projects which can help mitigate the effects of longer term natural hazards.
Berke, P. and Campanella, T. 2006. Planning for Postdisaster Resiliency. The Annals of the American Academy of Political and Social Science 604: 192-207 This is a case study which focuses on the resiliency of communities in the aftermath of a catastrophe. The authors of this study focus on the benefits of preplanning for recovery, issues and barriers associated with governments in post disaster recovery, risks and guidelines for rebuilding and prior research which addresses policy recommendations for planning and recovery.
This is an article which examines the resilience of the people more over than the fortification of the place. In the aftermath of Hurricane Katrina, Campanella explores the rebuilding of New Orleans with a directive that rebuilding physical infrastructure is only a piece of rebuilding a city and attention must be given to rebuilding a community’s social fabric and communal networks. Chang, S. 1984. Do Disaster Areas Benefit from Disasters? Growth and Change 24-31 A review of case studies ranging on the topic of natural disasters from earthquakes, floods, hurricanes and tornadoes. The research discussed reviews the hypothesis of disaster stricken areas actually benefiting from the effects of a natural disaster. The author concludes, while an area will have a short term loss of property, the long term rebuilding efforts will positively enhance the area. In the article Chang offers a model for evaluation and preparation for planning for a natural disaster.
